Grant and Incentive Programs

The Emission Reduction Incentive Program Group are responsible for the development, implementation, and on-going administration of all District grant and incentive programs, including the Heavy-Duty Engine Incentive and REMOVE II Programs. These incentive programs provide a positive impact on air quality and are highly successful due to the fact that participation is voluntary.

The District has operated incentive programs since 1992. Over the years the District has been willing to develop new programs such as the Clean Green Yard Machine Program that helped consumers purchase electric lawnmowers. This program will likely be continued in coming years if funding is available.

Applicant Resources and Support Materials

On-Road Voucher Incentive Program (VIP)

The Heavy-Duty On-Road Voucher Incentive Program (VIP) provides a streamlined approach for participants to participate through SJVAPCD certified dealerships in replacing old, high-polluting heavy-duty diesel trucks with newer, lower-emission trucks. Vouchers will be provided to truck owners for use in offsetting the cost of upgrading to cleaner technologies through truck replacement. Projects funded under this Program must achieve emission reductions not required by law or regulation. Applications for this program will only be accepted through SJVAPCD certified dealerships. To obtain and submit an application for the VIP please visit a SJVAPCD certified dealership. Application will be accepted on a continual basis until funding for the program is expended. Applicants must secure a voucher from the SJVAPCD prior to purchasing or ordering their replacement truck. Please note that the SJVAPCD VIP is not a rebate program. Any new truck purchased prior to receipt of the voucher is ineligible to receive a voucher.

Eligibility Criteria

To be eligible for funding in the Voucher Incentive Program, projects must meet the criteria described in the Voucher Incentive Program Guidelines. These criteria include, but are not limited to, the following:

  • Fleet Size: Owner/ Applicant may not own more than three (3) heavy-duty diesel-fueled trucks (with a Gross Vehicle Weight Rating (GVWR) greater than 14,000 lbs.). Owners of medium and large truck fleets are NOT eligible to participate.
  • Old Engine Model Year: The applicant must prove that the old truck is operating with an engine that is 1993 or older.
  • Declared Gross/Combined Gross Vehicle Weight Range: Applicant must prove that the old truck has been registered with a declared Gross/Combined Gross Vehicle Weight Range greater than 60,000 lbs. for the previous two years.
  • Vehicle Title: Applicant must prove proof of ownership of the old truck for the previous two years.
  • Registration: Applicant must prove that the old truck has been registered in California for the previous two years.
  • Insurance: Applicant must prove that the old truck has been insured for the previous two years.
  • Usage: Applicant must provide the previous two years of truck usage documentation (fuel consumption or miles driven) in California. The old truck must have operated a minimum of 30,000 miles per year or consumed at least 4,700 gallons of diesel fuel per year for each of the previous two (2) years.
  • Applying for Funds: Applicant may only apply for funds through the Voucher Incentive Program to one air district at a time. Applicant cannot apply for any other grant funds to replace this truck.
  • Two-for-One Truck Replacements: An applicant may apply to replace two old trucks with one replacement truck.

Proposition 1B: Goods Movement Emission Reduction Program

The Proposition 1B: Goods Movement Emission Reduction Program provides incentives to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. Financial incentives will be provided to owners of equipment used in freight movement to upgrade to cleaner technologies through truck replacement, engine replacement, or retrofit. Projects funded under this Program must achieve emission reductions not required by law or regulation. Applications for this program will only be accepted during specified application periods. Once all applications have been received projects will be ranked according to ARB guidelines. Applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to new truck, new engine, or retrofit device purchase/installation. Please note that the SJVAPCD Heavy-Duty Engine Program is not a rebate program. Any new truck, new engine, or retrofit device purchased/installed prior to contract execution is ineligible.

Only heavy-duty (Class 8) on-road diesel trucks used to move goods are eligible under this program. Any truck subject to ARB’s public and utility fleet rule, solid waste collection rule, or diesel cargo handling equipment rule are ineligible to participate in this program.

Year 1 Grants (2007,2008)

The California Air Resources Board (ARB) allocated $38 million of Proposition 1B funds to the San Joaquin Valley Air Pollution Control District (SJVAPCD) for heavy-duty truck replacement and retrofit projects. Applications were accepted for the Year 1 funding period during late summer 2008. Only applicants who turned in complete applications during the open application period are on the Year 1 Ranking List. If you would like to apply for funding please sign up for our incentive e-mail lists and we will notify you when the next application period begins.

The attached spreadsheet represents the Year 1 ranking for the District’s Proposition 1B Goods Movement Emission Reduction Program. Projects highlighted in blue have been identified as potential projects to be funded under the Proposition 1B Year 1 Grant program.

All projects are subject to a pre-inspection by District staff to ensure eligibility in the program, as such; inclusion on the attached list does not guarantee that the identified projects will be funded. Please note, equipment funded through this program cannot be ordered or purchased until the applicant has received a fully executed contract from the District.

  • Truck Replacement: This component will provide incentives, of up to $50,000/truck, to replace 2003 and older model year heavy-duty diesel trucks having a GVWR of greater than 33,000 pounds with a diesel or alternative fuel truck meeting or exceeding 2007 engine model year emission levels.
    The SJVAPCD is not currently accepting applications for this component at this time. Please sign-up on the SJVAPCD's list serve for future updates and information regarding the next Application Period for Proposition 1B funding.
  • Truck Retrofit: This component will provide incentives, of up to $5,000/truck, to retrofit 2006 and older model year heavy-duty diesel trucks having a GVWR of greater than 33,000 pounds with an ARB Level 3 Verified Diesel Emission Control System (VDECS).
    The SJVAPCD is not currently accepting applications for this component at this time. Please sign-up on the SJVAPCD's list serve for future updates and information regarding the next Application Period for Proposition 1B funding.
  • Truck Repower: This component will provide incentives, the lower of 50% or $20,000/truck, to repower 2003 and older model year heavy-duty diesel trucks having a GVWR of greater than 33,000 pounds with a new diesel engine meeting or exceeding 2007 engine model year emission levels and ARB’s requirements for engine manufacture diagnostics.
    The SJVAPCD is not currently accepting applications for this component at this time. Please sign-up on the SJVAPCD's list serve for future updates and information regarding the next Application Period for Proposition 1B funding.
  • Three-Way Truck Transaction (Tiered Transaction): This component will provide incentives, up to $50,000, to replace 2003-2006 model year heavy-duty diesel trucks having a GVWR of greater than 33,000 pounds with a diesel or alternative fuel truck meeting 2007 model year emission levels or lower; and scrap a 1990 model year or older diesel truck and replace with the 2003-2006 model year truck equipped with an ARB Level 3 Verified Diesel Emission Control System (VDECS).

Certified Dismantler Information

The San Joaquin Valley Air Pollution Control District (SJVAPCD) Emission Reduction Incentive Program (ERIP) has developed a list of Certified Dismantlers for use with Proposition 1B. You may only use the certified dismantlers on this list when dismantling your vehicles contracted under the Proposition 1B Program.

If you are interested in becoming a certified dismantler with the Proposition 1B Program please contact the ERIP staff at 559.230.5800 to obtain an agreement. All dismantlers who wish to participate in our program must be physically located within the SJVAPCD boundaries, see District map for details. Below you will find a list of requirements that must be met in order to be certified, as well as information on how the dismantling will need to be performed.

"Burn Cleaner" Wood Stove Change-Out Program

The "Burn Cleaner" Wood Stove Change-Out Program is offered to help Valley residents upgrade their current wood-burning devices and open fireplaces to a natural or propane gas devices or a clean pellet devices to alleviate the problem of particulates, which are a significant problem during the fall and winter months.

Clean Green Yard Machine

Clean Green Yard Machines helps clean the Valley’s air through incentives for residents to retire their old gas mowers in favor of nonpolluting, electric mowers. One gasoline-powered lawn mower can pollute as much as 40 newer cars.

Heavy-Duty Engine Program

The Heavy-Duty Engine Program provides incentive funds for the implementation of new reduced emission technology.  Funds are provided on a first come, first serve basis.  Applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase and installation of an engine.  Any engine purchased and installed prior to contract execution is ineligible.  Please note that the SJVAPCD Heavy-Duty Engine Program is not a rebate program.

Eligible funding categories include heavy-duty on-road vehicles, off-road vehicles, locomotives, marine vessels, electric forklifts, electric airport ground support equipment and stationary agricultural irrigation pump engines.  Except for agricultural engines that pump irrigation water, only self-propelled vehicles are eligible for funding.  All other stationary and "mobile" engines/equipment are ineligible.

REMOVE II Program

The REMOVE II Program provides incentives for specific projects that will reduce motor vehicle emissions within the District.  The purpose of the REMOVE II Program is to assist the District in attaining the requirements of the California Clean Air Act.  This is accomplished by allocating funds to cost-effective projects that have the greatest motor vehicle emission reductions resulting in long-term impacts on air pollution problems in the San Joaquin Valley.  All projects must have a direct air quality benefit to the District.  Any portion of a project that does not directly benefit the District within its boundaries will not be allowed for funding or in calculating emission reductions.

Lower-Emission School Bus Program

The purpose of the Lower-Emission School Bus Program (LESBP) is to assist the air district in attaining federal and state air quality standards. This program will provide incentive funds for the replacement of pre-1977 and the oldest of the 1977-1986 school buses and for the retrofit of 1987 and newer school buses with an ARB Level 3 verified emission control device. Applicants must obtain approval and have a signed, executed contract from the air district prior to purchase and installation of a retrofit/vehicle. Any retrofit/vehicle purchased and installed prior to contract execution is ineligible. Please note that the Lower-Emission School Bus Program is not a rebate program.
